Rename to isNetworkStackFeatureEnabled

DeviceConfigUtils had isFeatureEnabled for NetworkStack and Tethering
which were confusing since the difference was only the arguments.
This CL renames isFeatureEnabled for NetworkStack module to
isNetworkStackFeatureEnabled to avoid confusion.

This CL also removes unnecessary arguments.
