Update git submodules

* Update prebuilts/clang/host/linux-x86 from branch 'main'
  to 708c96a8e4e037239a85b5d5206319cfba394f1f
  - Merge "kleaf: clang: Add C++ to :includes/:binaries. (--user_clang_toolchain)" into main
  - kleaf: clang: Add C++ to :includes/:binaries. (--user_clang_toolchain)
    
    This is so that these include directories are also
    used when the corresponding NDK triple is not found
    in sysroot.
    
    Test: integration test test_user_clang_toolchain
      with changes that needs C++ in kernel build.
