Check hwservicemanager.disabled for isHidlSupported

Check for this when checking for "hwservicemanager.ready". If it's
disabled, it's not going to be ready.

This also makes the isHidlSupported call waitForHwservicemanager so
isHidlSupported doesn't hit any races.
