[ATFT] Set time for ATFA when it is plugged in. Previously we set the time for ATFA before processing keys however if a user try to get an audit file before processing key, the time for the audit file would be incorrect. We now change the logic to set the date whenever the ATFA is found. Tests: Manual test Bug: None
