Support Multicast NTF V1/V2 packet formats. JNI changes to support parsing both Fira 1.x/2.x StatusList[] in the SESSION_UPDATE_CONTROLLER_MULTICAST_LIST_NTF. We send SubSessionId as 0x0 for the Fira 2.x case (where it is not sent by UWBS). Test: make com.android.uwb Bug: 322549007 Change-Id: I6512fd1d0c6848643bd1844d66eec147d4bb871d
