Remove support GNSS HIDL 1.1 for legacy devices Legacy devices are failing VTS Test for GNSS HIDL 1.1 because they do not support some of the features, like Black Listing and Power Modes, that are enforced through VTS testing. Removed declaration of 1.1 support in vendor manifest fragment to avoid the VTS test for GNSS HIDL 1.1 from running. Change-Id: Ife66490351ca54a5feaa7a369b519c9794254a5c CRs-fixed: 2484196
