oTo upgrade the sensor hal version to v1.3 Fixed the issue: Brillo sensor service rejects the Marvell Sensor HAL registration because the hal version is v1.1. So upgrade it to v1.3 BUG=26894494 Change-Id: Ieb93150944c3d3d1bce6d24ab55fbdd2f1c2cdbb
