Align pkg_rpm returned files with other rules (#692) * Align pkg_rpm returned files with other rules pkg_rpm returns the package file named after `package_file_name` and a symbolic link to the file called `target_name`, while other rules do not return the symbolic link. * Merge branch 'bazelbuild:main' into main
Bazel rules for building tar, zip, deb, and rpm for packages.

As of Bazel 4.x, Bazel uses this rule set for packaging its distribution. Bazel still contains a limited version of pkg_tar
but its feature set is frozen. Any new capabilities will be added here.
