chore: update versions of dependencies (#730) * chore: update versions of dependencies In particular, our dependency on rules_python 0.1.0 is a risk for users who run rules_pkg_dependencies too early in their WORKSPACE. Note, under bzlmod this isn't a concern at all. Somewhat breaking change, but rules_pkg isn't 1.0 yet. * update platforms so we have visionos --------- Co-authored-by: aiuto <aiuto@google.com>

As of Bazel 4.x, Bazel uses this rule set for packaging its distribution. Bazel still contains a limited version of pkg_tar
but its feature set is frozen. Any new capabilities will be added here.
