Revert "Compile dls.cpp at -O1 to avoid slow compilation times."

This reverts commit 7471b1f9dd4250b29574c449be034a76afd52d99.

Test: Build dls.cpp with latest clang prebuilts.  Even without the -O1
WAR and mcpu set to cortex-a53, this file is compiled in less than a
minute.
