Update Android CLDR data from 2023a to 2023d. CLDR-17295 tz2023d commit was cherry-picked partially: * Translations removals in common/main were skipped. CLDR-16450 and CLDR-14453 are also cherry-picked partially: * Only timezone.xml and .dtd changes are taken. The Unicode CLDR provides key building blocks for software to support the world's languages, with the largest and most extensive standard repository of locale data available. This data is used by a wide spectrum of companies for their software internationalization and localization, adapting software to the conventions of different languages for such common software tasks.
