panel: s6e3hc4: Update panel voltages settings

- Change VGH and VLIN1 voltage via the initial code.
- Keep adjusting VREG voltage during enabling the panel.
- Send the pixel off command instead of DBV=0 in the normal mode.

Test: suspend or enter AOD, then check the log
