Update git submodules
* Update prebuilts/clang/host/linux-x86 from branch 'main'
to c33b98861b133b7ec620bdde6d6deab88ced7587
- Make llvm-strings usable in genrules.
GNU "strings" and other host tools are not available for genrules unless
they are exposed via prebuilts, like this CL attempts to do. This is
used in another CL in the same topic that runs the strings binary.
