lagoon: Add swap width and height feature In case any codec of target supports width & height swap, then this feature needs to be advertised in media_codecs xml otherwise newly added strict dimension checks in framework fail hw codec instantiation considering codec cannot handle format leading to sw fallback despite codec capability.
