kleaf: Disable DdkWorkspaceSetupTest. This allows us to add the test to CI first (which will show up as skipped test), then upload a change to re-enable the test, so we can run the test on presubmit to ensure CI can run it properly. Bug: 338263410 Change-Id: I878f2ddedea2016908122ee07bbc367021272f85
