Kleaf: Add rules_python

 *  This is needed for the following reasons:
   *  The currently registered `rules_python` are temporary stubs
     which were added while the appropriate repository was pulled
     into aosp.
   *  rules_python is now available in aosp and not switching to it
     prevents the deprecation/removal of the temporary stubs.
   *  Recently added rules_cc and rules_rust depend on rules_python.
   *  Kleaf projects includes many python scripts so it makes sense
    to add the right repo.

 * This increases by about 4MB the local checkout disk usage.
