Add symlink for bzlmod files

Add symlinks at the root of the workspace to enable bzlmod.

- WORKSPACE.bzlmod: Alternative workspace file
  when bzlmod is enabled. It coexist with WORKSPACE
  so Bazel picks the correct file on both cases
  (enable/disable bzlmod) during migration.
- MODULE.bazel: declares the @kleaf module, the module
  that provides all sorts of rules and macros for
  building Android kernels.
